The Indian government has announced significant changes to its citizenship rules with the introduction of the Citizenship (Amendment) Rules, 2026. These amendments primarily affect Overseas Citizen of India (OCI) cardholders and the process for citizenship applications. The changes come amid a Special Intensive Revision (SIR) of electoral rolls across twelve states, which has raised eyebrows regarding its implications.

Previously, OCI applicants faced a cumbersome process with multiple documentation requirements and manual submissions. Many anticipated that reforms would streamline this experience. However, the new rules shift the landscape entirely.

Under the new regulations, all applications for OCI card registration and renunciation must be submitted electronically through an official portal. This is a decisive moment for many OCI cardholders who have long sought a more efficient process. Moreover, the government has eliminated the previous requirement for applicants to submit documents in duplicate.

That context matters because it highlights how these changes directly impact thousands of individuals seeking to secure their status in India. For instance, registered individuals will now receive either a physical OCI card or an electronic OCI registration under the new e-OCI system. Additionally, minor children holding an Indian passport cannot hold passports from other countries simultaneously.

However, these changes are not without controversy. The Special Intensive Revision of electoral rolls has resulted in a net removal of 5.2 crore persons from the rolls—an unprecedented number since the last revision in 2003. This raises questions about how such removals might affect voting rights and representation.

The term “D-voter” refers to those marked as doubtful voters in Assam—a state with significant complexities surrounding citizenship issues. As of August 2024, there were still 119,570 D-voters, including around 70,723 women. This situation complicates citizenship applications and raises concerns about fairness and transparency within the electoral process.

As these changes unfold, experts will likely scrutinize their impact on both OCI applicants and those affected by electoral roll revisions. The introduction of biometric information requirements may further complicate matters for some individuals navigating these systems.

The Ministry of Home Affairs continues to oversee these developments closely. The effects on citizenship applications and voter registrations will become clearer as more data emerges from ongoing revisions.
